University Bikes & Wheels Regulations
Micromobility Device Lightweight vehicles such as bicycles, scooters, boards, etc., with drive systems which may be powered via combustion engine, electric only, electric assist, or analog. These may be personally owned, borrowed, leased, or rented.
Personal Electric Vehicle Electric scooters, electric skateboards, e-bikes, and other electric vehicles powered by a removable and/or integrated battery used for personal transportation. This term does not apply to personal mobility devices intended for persons with disabilities.
Official Procedures and Responsibilities
1.1 Users assume all risks associated with the operation of vehicles on university property.
1.2 The Texas Transportation Code governs the operation of vehicles on public roadways as well as paths intended for use by pedestrians, cyclists, and users of other micromobility.
1.3 The Prairie View A&M University Police Department (UPD) is responsible for the regulation of moving vehicles and moving micromobility on university property.
1.4 The Parking Management Office is responsible for the regulation of parked vehicles, parked micromobility devices, and associated mobility infrastructure on university property, including but not limited to shared use paths, sidewalks, garages, and parking lots.
1.5 The Building Coordinators and the Office of Risk Management & Safety are responsible for the regulation and management of micromobility in the built structure environment on university property, including but not limited to classroom buildings, the Memorial Student Center, and residence halls.
2.1 All micromobility devices must be registered with the university.

2.1.2 Safety training is required as part of the registration process.
2.2 Micromobility users on university property, including sidewalks, bike paths, and shared use paths, should maintain a reasonable and prudent speed. Users must consider the density of pedestrians and other micromobility present, visibility, traffic, weather, and surface conditions that exist at the time and take no risk that endangers property or the safety of person(s).
2.2.1 Micromobility must be operated in a safe manner and may be subject to citations if operated in a manner determined to be reckless.
2.3 All micromobility must only be locked to a bike rack or designated e-scooter parking spaces/areas. No form of micromobility should be parked or stored inside buildings.
2.3.1 Utilization of an effective chain or wire lock is highly recommended. U-Locks and steel chains offer the best protection.
2.3.2 Micromobility parking should never obstruct any walkways, sidewalks, or pathways.
2.3.3 Refer to the Bicycle and Scooter Rack Parking Map to find the designated parking areas and bike racks across campus.
2.4 Micromobility users should comply with signs, rules, regulations, policies, and procedures for Prairie View A&M University.
2.5 Micromobility devices must yield to all incoming traffic, whether pedestrian or motor vehicular.
2.6 The use of a helmet while operating micromobility is highly recommended. Other forms of protective gear, such as wrist guards, knee pads, and elbow pads, should also be considered.
3.1.1 Use of such devices is prohibited in all university buildings and indoor and outdoor sports facilities.
3.2 Charging personal electric vehicles is prohibited inside a university building.
3.3 Homemade and kit-assembled devices are not authorized for use on campus. This restriction includes both internal combustion engines and electric motor drive kits.
3.4 Micromobility equipped with an electric motor exceeding 750 watts, or 1 HP, is prohibited for use on campus.
3.5 Cell phones and other electronic devices must not be utilized while operating micromobility devices.
3.6 Violation of micromobility parking regulations could result in:
3.6.1 Verbal or written warnings.
3.6.2 Fines or impoundment of the micromobility device.
3.6.3 Disciplinary action for students, faculty, or staff in accordance with university policies.
3.6.4 Repeated offenses may lead to suspension of operating privileges on campus.
3.7 Micromobility devices must be parked in a way that does not obstruct Americans with Disabilities Act access or parking.
Campus E-Scooter & Mobility Rules
1.1. These regulations apply to the operation of electric scooters, e-bikes, hoverboards, and other mobility devices on university property.
1.2. All users must comply with university policies, as well as state and local traffic laws.
1.3. The purpose of these regulations is to ensure the safety of all campus members, protect university property, and promote sustainable transportation.
2.1. Speed Limits:
- The maximum speed limit on campus pathways is 10 mph (16 kph).
- In pedestrian-heavy areas or designated slow zones, speeds must not exceed 5 mph (8 kph).
2.2. Pathways and Parking:
- Mobility devices must be operated only on designated pathways and bike lanes.
- Parking is allowed only in designated areas.
2.3. Yield to Pedestrians:
- Riders must yield to pedestrians at all times.
- Audible or visual signals (e.g., a bell or horn) must be used to alert pedestrians when approaching from behind.
2.4. Prohibited Activities:
- Operating while under the influence of drugs or alcohol is strictly prohibited.
- Reckless behavior, including stunts, racing, or excessive speeding, is not allowed.
- Use of headphones or earbuds that impair hearing while riding is forbidden.
- Use of cell phones, texting, or any other distractions while operating mobility devices is prohibited.
3.1. Helmets are strongly recommended for all riders and may be required for those under 21 years old.
3.2. All vehicles must be equipped with functional lights and reflectors when operated at night.
3.3. Riders are responsible for ensuring their mobility device is in safe working condition.
Scooter Do’s and Don’ts
- Do register your scooter or e-bike online with the Parking Department.
- Do park in designated scooter parking areas.
- Do check the Bike and Scooter Rack locations Map to find the best place to safely park your scooter.
- Do pay attention to your surroundings and all pedestrians while operating your scooter.
- Do purchase a scooter lock from the bookstore.
- Do complete the Electric Scooter and Micromobility Safety Training.
- Don’t ride scooters inside buildings.
Don’t park your scooter on staircases inside buildings.
- Don’t block sidewalks or ADA ramps
- Don’t use your cellphone or headphones while operating your scooter.
- Don’t leave your scooter unattended without a proper lock.
- Don’t ride multiple people on scooters.
