PARKING REGULATIONS

The Prairie View A&M University Parking Department establishes the following rules and regulations as a standard for the parking programs. Faculty, staff, students, and visitors are urged to read these regulations. The Parking Management Office (PMO) exercises discretion to deal with special circumstances not covered by these regulations.

In developing these regulations, the PMO is guided by the Texas Transportation Code and the Texas Education Code 51.202. The regulations apply to all vehicles on campus and are in effect at all times. The Parking Department (PD) along with the University Police Department (UPD) has the authority to enforce or impound any vehicle in violation of these regulations. The owner of the vehicle is required to pay the cost of relocation and storing of the vehicle.

PVAMU is implementing technology that requires adding the license plate number of vehicles registered to park on campus. Please ensure you correctly enter the license plate number of the primary vehicle you are using on campus. Registrants can register up to five vehicles on campus.

Permits are the property of PVAMU and are issued to a specific registrant. Citations issued to the permit are the owner’s responsibility. Permits are valid only if purchased from Parking Management. Permits may not be resold or transferred between individuals.

Lost permits; registrant is required to purchase a new permit at the cost of the replacement tag if the original permit is lost.

Stolen permits; if registrants provide a police report on a stolen permit, the replacement permit is free of charge.

PARKING RULES & REGULATIONS

  • All vehicles are required to display a valid PVAMU parking permit when parked on university property.
  • There are five parking zones at PVAMU designated by color
    • Orange Zone – Commuter: Orange permit holders only
    • Purple Zone – Faculty & Staff: Purple permit holders only.
    • Green Zone – Residents Only: Green permit holders only, as designated by the residence noted on the permit.
    • Red Zone – Restricted 24/7/365: Red permit holders only
    • White Zone – Visitor
  • When a parking sign conflicts with the parking map, the sign will always supersede.
  • Any area not specifically designated for parking is considered a no parking zone and vehicles are cited accordingly.
  • These regulations apply on the streets, roads, alleys, sidewalks, walkways, parking spaces, fire lanes, and parking lots on all parts of all Prairie View A&M University campuses.
  • Because parking on campus is limited, registrants are authorized one vehicle on campus and occupy only one space at a time from 7:00 a.m. to 5:00 p.m., Monday through Friday.
  • Each registrant is allowed to register five vehicles per permit.
  • Vehicle parking is prohibited on campuses in areas not specifically designated for parking. Parking areas within the university complexes are marked. Any area not lined as a space or designated with a parking sign is a NO PARKING area. The absence of a “No Parking” sign or curb marking does not mean that parking is permissible.
  • Parking lots are restricted Monday through Friday from 7:00 am to 5:00 pm. During restricted hours, registered motor vehicles may park only in their color assigned parking areas.
  • The following areas are strictly enforced 24 hours a day, seven days a week: Restricted (Red) Parking Lots, marked reserved parking spaces and (Green) Residential Parking Lots (gated or ungated). Vehicles parked in these areas are subject to being cited, booted or towed at the owner’s expense including nights and weekends.
  • The person to whom a vehicle is registered (the registrant) is held fully responsible for all violations involving the vehicle, even if another person is using the vehicle at the time of the violation. When a registrant disposes of a vehicle through sale or trade-in, the permit shall be removed and returned to the Parking Management Office so that the individual will no longer be responsible for citations the vehicle might receive.
  • OWNERSHIP OF A PERMIT IS NOT TRANSFERABLE.
  • Parking Management will not issue replacement permits without the return of the old permit and proof of sale, or verification that the vehicle was destroyed.
  • Unregistered vehicles are prohibited in university lots, except when operated by visitors who are not affiliated with the university and parked in spaces designated for visitors, or during special events for which visitor parking has been prearranged through the Parking Management Office. It is the responsibility of the permit holder to update vehicle information when vehicles or license plates change. Parking Enforcement will cite vehicles not updated.
  • Students who fail to register vehicles that they operate on campus are subject to disciplinary action by the Conduct Council. There is no grace period.
  • Students, faculty members, or staff members who operate unregistered vehicles on campus, who accumulate citations, and who are subsequently identified, will be charged through student-account billing or payroll deduction for the citations.
  • Students who reside on PVAMU campus must stay parked at their residences from the hours of 7:00 am to 5:00 pm (Green permits).
    • Exception; residents may park at the laundry, the Zone, or the Plaza to conduct business. Lot #95 is designated for additional resident parking.
  • Motorcycles may park only in specially designated motorcycle only parking spaces (when marked).
  • The speed limit is 20 miles per hour on campus, 10 miles per hour in parking lots and garages.
  • Double parking or obstructing drives, walkways, doors, refuse containers, or other vehicles is prohibited.
  • Parking in a fire lane or within 15 feet of a fire hydrant is prohibited.
  • Vehicles parked in authorized lots must be parked within the parking stripes.
  • Parking or driving on curbs, lawns, landscaped areas, traffic islands, or walkways is prohibited. Any area not lined as a space, marked with a yellow/red curb, or designated with a parking sign is a NO PARKING area.
  • Tampering with, destruction, or theft of parking lot signs, or markings used for the implementation of parking and traffic regulations will result in disciplinary action and/or criminal prosecution and the violators charged for replacement costs. Parking privileges may be suspended.
  • Alteration, reproduction, or transfer of any type of parking permit will result in disciplinary action and/or criminal prosecution.
  • Barricades, roped-off areas, and signs indicating parking for special events take precedence over general parking designations on the map. Because changes may occur after the map is printed, regulatory signs also take precedent over the map. Unauthorized vehicles in barricaded areas will be cited and may be towed.
  • The PMO reserves the right to change parking zones at any time due to changes in rules, regulations, special events, or construction, etc.
  • Penalties for violations include citations and fines, towing, revocation of parking privileges, disciplinary action, and/or criminal prosecution.
  • Retired PVAMU Parking Pass holders may only park in open parking lots corresponding to their Permit color.
