Prairie View A&M University Center for Information Technology Excellence (CITE) established the Project Management Methodology to meet the needs of the university related to the information resource projects. It serves as a guide in project selection, planning work, providing oversight and reporting to executives. This methodology is intended to facilitate compliance with state, system, and university regulations (e.g., TACs and SOPs). It should apply equally well and meet the requirements of large and small projects.

Initiating the Project

If your initiative is scored as a project, please submit your proposal using the IT Project Request form.

NOTE: Only submit proposals that meet these criteria:

  • Submit request if you have an actual project.
    The definition of an information resource project is a temporary endeavor undertaken to create a unique product, service, or result. An information resource project is an effort to acquire or produce information and telecommunications technology systems and services.

    • Do not initiate for operational work or task level
  • The project is for the IT
    • Do not initiate for work for external customers, e.g., non-IT development work, or projects run by external entities, e.g., construction projects.
  • IT Project must be supported/approved by area VP prior to submission.
  • IT Project must be reviewed/approved by PVAMU Information Security Office prior to submission.
  • Users must consult (discover/explore) with Information Technology Services prior to submitting the Project Request form.

Depending on the complexity of the project, the following documentation is required before it is routed to the governance teams.

Project Classification & Prioritization

  • EAGC/ITGC will utilize Project Prioritization Matrix to set priorities (High, Medium, Low)
    • Max number of High Projects – 4
      • Projects will be assigned 1 to n priority value
    • Max number of Medium Projects – 4
      • Projects will be assigned 1 to n priority value

Governance Committee Decision

After submittal, the project proposal is sent to the appropriate governance committee for review. At the meeting, the portfolio manager presents new project proposals and records approvals by the members. Projects requiring the enterprise applications are routed to the Enterprise Applications Governance Committee (EAGC) while other IT projects are processed by the Information Technology Governance Council (ITGC) or the Administrative Technology Committee (ATC). The decisions are communicated to the requestor after the respective bodies conclude their scheduled meetings.

Managing the project

Once the project is approved, the project manager utilizes Microsoft Teams or Sharepoint as the project management portal to manage the project.

Teams are added to the portal where I.T. work is managed. Project Sponsors, functional leads and technical leads are granted access to the portal to start work on the project.
