Conference Information

Disasters are occurring more frequently and becoming more intense. Whether natural or human induced, they result in considerable negative impacts on communities. In addition, race and ethnic status at the household and community levels have profound impacts on disaster experiences. These issues make it apparent that 1890 land-grant universities (LGUs) and their partners have played critical coordination and educational roles in family and community disaster resilience. These institutions have had a long history of “serving the underserved” and “reaching the unreached.” Therefore, the PRIMR Conference Steering Committee has partnered with their 1890 land-grant partners to host the 2023 event. As in previous years, the conference will bring together a diverse group of researchers, educators, students, professionals, and practitioners from different disciplines with extensive knowledge and experience in disaster education or emergency management.

This year’s theme is “Promoting Cultures of Preparedness.” As we approach the tail end of a worldwide pandemic, it is becoming increasingly imperative to focus on how communities can build resilience in an integrated manner and develop their systems of adaptiveness. With support from Prairie View A&M University, the 1890-EDEN Advisory Group, Texas A&M University System (TAMUS), Texas A&M University (TAMU), the Texas Division of Emergency Management, the conference will spotlight the unique roles of 1890 land-grant and indigenous institutions in responding to the needs of the most vulnerable people and places and preparing a diverse workforce for the future in emergency management education and other related fields. Also, there will be a programmatic emphasis on whole community preparedness being a shared responsibility that invokes the involvement of everyone in preparedness efforts. As practitioners, it involves learning and understanding from our neighbors and the diversity of groups and cultures within our communities.

We invite academic institutions, as well as professionals and practitioners from different disciplines, and more importantly, people and organizations from communities directly affected by disasters to actively participate in the 2023 PRIMR conference in Prairie View, TX.

Conference Values

Coming all together to share, learn, and take away relevant information, knowledge of best practices, the experience of lessons learned, and insights of wisdom, which are relevant and applicable within communities engaged in proactive Preparedness for, Response to, Innovation on, Mitigation of, and Recovery (PRIMR) from, the impacts and effects caused by disasters from natural phenomena and/or human actions.

Listen First
Highlighting how local knowledge is critical for any aspect of PRIMR in order to prioritize people and respond effectively and efficiently to their needs.

Upholding the need to maintain the highest levels of respect, trust, and commitment to each other, the organizations they represent, and the communities they serve.

Cultural Humility
Recognizing the value of ALL people, by being open to other ways of doing things, and by being co-learners.

Focusing on the connectivity among disciplinary and institutional/organizational silos to integrate a broad range of cross-disciplinary and cross-population perspectives and experiences.

Helping people understand and access their own power in all dimensions of PRIMR, focusing on the agentic capacity of individuals and communities to act independently and to make their own free choices.

Submission Tracks and Formats

The PRIMR welcomes submissions from all academic and non-academic fields that focus on the following categories:

  • Engaging Diverse, Vulnerable Populations
  • Developing Cultural Competency Practices in Emergency Management
  • FEMA Whole Community Approach – best practices or successes about how this model has been applied
  • Innovation and Problem Solving in Disaster’s Preparedness, Mitigation, Response and Recovery
  • Heirs’ Property
  • Ability/ Disability
  • Indigenous Knowledge
  • Extension Programs and Land-Grant Universities as hub organizations during disaster

Submissions will be on these particular tracks to help and manage the review process.
Within each thematic track, authors can choose one of the following formats. We encourage unique presentation styles, activities, workshops and discussions. The Conference Program Committee reserves the right to reclassify submissions based on reviewers’ comments.

Formatting Guidelines for Submissions

All submissions must comply with the guidelines outlined in this document to be reviewed for inclusion in the conference. Any submissions that are not in compliance will not be reviewed and/or accepted. Please submit your contribution

Formatting of Submissions

  • Summary, up to 200 words, providing a general idea of what will be covered.
  • No citations or references are required.
  • Up to one figure/table/photo is permitted.
  • An author can be named on no more than three submissions, regardless of the author’s order.

Presentation Schedule

At least one author on the submission must be able to present at any time during the conference. The presentation schedule, as well as presentation guidelines, will be available on the conference website approximately six weeks before the conference.

Poster/Flyer Preparation

Please prepare all materials in advance and submit it in a PDF format and a video file up to 2 minutes in length of your presentation on the poster/flyer. If selected for presentation, the deadline for final poster/flyer submission is February 4, 2023.

Design Considerations

  • Be creative! We encourage unique presentation styles, activities, workshops, and discussions.
  • Remember that this is a virtual environment with people from multiple sectors. We ask that you avoid jargon and acronyms in all written materials.
  • Consider access and functional needs when developing visual and recorded materials. Closed captioning and easily viewed fonts and colors are recommended.

Takeaways

The conference team aims to foster several takeaways for participants. These takeaways, along with the conference values, will guide the final programming choices.

Encourage convergence across disciplines and sectors:

To generate cross-boundary, interdisciplinary relationships, ideas, and goals that address hazard and disaster needs, and this discussion will encourage ways that higher education can leverage its untapped potential across research, education, and engagement for societal resilience.

Actionable solutions:

To share and walk away with best practices, new information, and specifically actionable information to prioritize and focus their efforts

Understand and grow to the challenge of future hazards:

To prepare to meet the challenges of hazards and disaster by acknowledging the complexity of hazards and societal changes, learn from the past to do better, prepare for cascading and multiple disasters, and integrate hazards needs into all community life.

Whole community, equity, and justice:

To acknowledge disparities in society that are expounded during disasters and how resilience is not one-size-fits-all.
