Dear PVAMU Community,
I am pleased to announce the appointment of Dr. RoSusan D. Bartee as the new Dean of the Whitlowe R. Green College of Education at Prairie View A&M University (PVAMU), effective August 11, 2025.
Dr. Bartee brings more than two decades of senior academic and administrative experience from nationally respected institutions. She joins PVAMU from the University of Central Florida (UCF), a top-ranked public research university recognized among the nationās largest and most innovative universities. UCF holds Carnegie R1 status (Doctoral Universities ā Very High Research Activity) and has consistently been ranked among the top public institutions for innovation by U.S. News & World Report.
At UCF, Dr. Bartee served as Chair and Professor in the Department of Educational Leadership and Higher Education within the College of Community Innovation and Education. Her tenure was marked by significant achievements, including the development of new academic programs and credentials, enhancements to doctoral curricula, school-university-community partnerships, expanded faculty support, and departmental research productivity, inclusive of new external funding. Prior to her work at UCF, Dr. Bartee held faculty and leadership roles at the University of Mississippi, a Carnegie R1 status institution, where she successfully led national program accreditation efforts as Program Coordinator and Professor of Educational Leadership. Dr. Bartee has also held national roles with the National Council for Accreditation of Teacher Education (NCATE) and the Frederick Patterson Research Institute of the United Negro College Fund (UNCF).
Dr. Bartee has further served as Interim Vice President for the Office of Access and Success at the Association of Public and Land-grant Universities (APLU) in Washington, D.C. In her national leadership role at APLU, she oversaw initiatives that advanced member institutionsā goals related to student success, academic achievement, and institutional performance. She played a key role in increasing visibility and strategic partnerships across the APLU network, collaborating with major organizations such as the National Science Foundation and Educational Testing Service. She also led the development of national convenings focused on academic innovation and the strategic use of research to drive institutional outcomes.
Dr. Bartee holds a Ph.D. in Education Policy Studies from the University of Illinois at Urbana-Champaign, a Master of Arts in Liberal Studies from Northwestern University, and a Bachelor of Arts in English from Tougaloo College. She has published widely on topics related to educational leadership, systems change, and institutional development, and has chaired or advised dozens of doctoral dissertations at top-tier institutions.
As Dean of the College of Education, Dr. Bartee will lead a college with a proud legacy of preparing accomplished teachers, administrators, and education professionals across the state and nation. Her appointment comes at a time of institutional momentum as PVAMU advances toward key goals outlined in Journey to Eminence 2035, including enhancing graduate program offerings, strengthening teacher certification pathways, and expanding the Universityās research footprint. With oversight of a growing portfolio of undergraduate, graduate, and doctoral programs, Dr. Bartee will play a vital role in positioning the College of Education as a driver of innovation and academic distinction.
Her track record in resource development, faculty support, program accreditation, and academic program growth makes her exceptionally well-suited to lead the College into its next phase of progress and impact. We are confident that Dr. Barteeās leadership will bring new energy and direction to the College of Education and will help further solidify PVAMUās standing among the state and nationās top institutions for preparing the next generation of educators and leaders.
I would like to extend my sincere gratitude to Interim Dean Anthony Harris at the College of Education for his dedication and service over the past two years. Dr. Harrisās steady guidance and commitment have provided a strong foundation for the Collegeās continued growth and progress.
