PRAIRIE VIEW, Texas (Dec. 19, 2025) – Prairie View A&M University is expanding its role in one of Texas’ most critical and fast-growing industries.
Governor Greg Abbott has awarded the University a $1.98 million Texas Semiconductor Innovation Fund grant to support a workforce development initiative that prepares students for high-demand jobs in the semiconductor manufacturing industry. The investment strengthens Texas’ talent pipeline while reinforcing the state’s leadership in advanced technology.
The initiative, based at PVAMU, focuses on 3D Heterogeneous Integration, a next-generation microelectronics approach that improves performance by stacking and integrating multiple semiconductor components into a single package. This technology plays a growing role in industries such as defense, aerospace, computing, and advanced manufacturing.
“Texas is investing in the workforce of tomorrow today,” said Governor Greg Abbott. “Prairie View A&M University, the second-oldest public higher education institution in Texas, has built an unparalleled reputation for empowering scholars. This specialized workforce training program will further Texas’s leadership in cutting-edge microelectronics, enhance national security by strengthening domestic semiconductor manufacturing, and expand the path to better jobs and bigger paycheck opportunities for Texans for years to come.”
Led by the Roy G. Perry College of Engineering, the program will provide hands-on training in advanced semiconductor processes, design tools, and simulation technologies used in modern chip manufacturing. As a Historically Black College and University, Prairie View A&M is collaborating with the Texas A&M Semiconductor Institute and partnering with the Next-Generation Microelectronics Manufacturing program to help build a diverse, highly skilled workforce ready to meet industry demand.

State leaders emphasized the broader impact of the investment on Texas’s economic and technological future.
“Texas is a global leader in developing innovative technology, and Prairie View A&M is at the forefront of that effort,” said Senator Lois W. Kolkhorst. “This important fund will help Prairie View A&M continue to create a highly educated workforce that is building a bridge to the future.”
The TSIF grant was established through the Texas CHIPS Act, signed into law in 2023. The act established both the Texas Semiconductor Innovation Fund and the Texas Semiconductor Innovation Consortium to enhance research, design, and manufacturing throughout the state. Administered by the Texas CHIPS Office within the Governor’s Texas Economic Development & Tourism Office, the program supports higher education institutions, attracts industry investment, and helps maintain Texas’s position as the nation’s leader in semiconductor manufacturing.
