PRAIRIE VIEW, Texas (June 2, 2025) – Prairie View A&M University is pleased to announce the appointment of Dr. Casey J. Davis as the new Associate Vice President and Chief of Police, effective June 15, 2025. Dr. Davis currently serves as the Executive Director and Chief of Police at the University of Houston–Downtown (UHD), bringing with him more than two decades of law enforcement experience and a distinguished record of leadership, public safety innovation, and community-focused service.

With over 20 years as a licensed peace officer in the state of Texas, Dr. Davis has led with vision, integrity, and a deep commitment to excellence. During his tenure at UHD, he achieved two historic, first-ever milestones for the institution’s police department:

Under his leadership, the UHD Police Department earned its first-ever international accreditation from the International Commission on Law Enforcement Accreditation (ICLEA), with a 100% compliance rating in his first year—a groundbreaking accomplishment since the department’s founding in 1976.

The department also became an ABLE (Active Bystandership for Law Enforcement) Recognized Agency by Georgetown University Law Center, signaling a strong institutional commitment to ethical policing and peer intervention.

Dr. Davis’s expansive law enforcement career spans higher education, K–12 school districts, and Harris County, where he served as Deputy Constable. He has held key leadership roles, including Sergeant, Lieutenant, Emergency Manager, Assistant Chief, and Chief of Police. His professional experience is complemented by his honorable service in the United States Army Reserves, including an overseas deployment to Taszar, Hungary.

An accomplished academic, Dr. Davis holds a B.A. in English from the University of Houston–Downtown, a Master’s in Education – Administration and Supervision from the University of Houston–Victoria and a  Ph.D. in the Administration of Justice from Texas Southern University.

Dr. Davis holds multiple advanced certifications, including Master Peace Officer, Crisis Hostage Negotiator, and TCOLE Instructor, and has completed the FBI-LEEDA Leadership Trilogy and Leadership Command College at Sam Houston State University. He is also a registered safety consultant with the Texas School Safety Center and a frequent contributor to school safety initiatives across the state.

A devoted public servant, Dr. Davis is an active member of the International Association of Chiefs of Police (IACP), the Texas Municipal Police Association (TMPA), and other professional organizations. He is married to a proud Prairie View A&M University alumna and is a dedicated father of three adult children.
