I am pleased to announce that Cynthia Carter-Horn, Senior Vice President for Finance & Administration at Texas A&M University-Central Texas (TAMU-CT) has accepted my offer to serve as Senior Vice President for Business Affairs and Chief Financial Officer at Prairie View A&M University, effective July 1, 2020. This appointment comes following a search led by the Dean of the College of Business, Munir Quddus. The Committee reviewed many applications for the position and submitted a list of finalists from which Dr. Carter-Horn was chosen.
Having served previously at PVAMU in the Business Affairs area of the division, Dr. Carter-Horn is well acquainted with the University and the TAMU System. She previously served in senior administrative roles at Tarleton State University, where she earned a bachelorās degree and M.B.A. before securing a Ph.D. from Capella.
In the position of Senior Vice President for Business Affairs & Chief Financial Officer, she will serve on the Presidentās Cabinet and hold a senior leadership position with responsibility for the fiscal stewardship of all university assets, including the universityās annual budget of approximately $227 million. As the Senior Vice President for Business Affairs and Chief Financial Officer, she will also be expected to:
- Provide leadership and strategic vision necessary for sound management of the universityās financial resources and supervise the day-to-day budget, finance, public safety, information technology, compliance, human resources, procurement, auxiliary services and facilities operations.
- Provide advice, assistance and counsel to the President on a broad range of financial and budgetary matters related to all university activities and operations.
- Consult with the President, Provost and other senior leaders on a variety of matters related to budgets, business affairs, financial compliance, accountability and reporting.
- Work closely with the President in activities involving budgeting and the administration of university accounts; develop and implement institutional rules and regulations.
- Establish and maintain effective working relationships with officials, management and support staff at The Texas A&M University System administration, as well as external, regulatory and funding bodies.
Following Corey Bradfordās departure for the presidency of Harris-Stowe University, Rod Mireles stepped in as Interim CFO. Over the past month and a half, he has seamlessly led Business Affairs, overseeing the current budget preparation for the summer Board of Regents review and approval. I am grateful to Rod for his willingness to step in on short notice, given his pre-existing plans to retire in May 2020.
Dr. Carter-Horn will be transitioning from her position at TAMU-CT over the coming month, working remotely for part of that period.
