The Texas Comptroller’s office was originally created by the Texas provisional government in 1835. The Comptroller is the chief steward of the state’s finances, acting as tax collector, chief accountant, chief revenue estimator and chief treasurer for all of state government, in addition to administering a number of other programs.

The Comptroller’s office serves virtually every citizen in the state. As Texas’ chief tax collector, accountant, revenue estimator, treasurer and purchasing manager, the agency is responsible for writing the checks and keeping the books for the multi-billion-dollar business of state government.

State agencies and universities are constantly looking to work with businesses certified as Historically Underutilized Business (HUB). The goal of this good-faith effort is to actively involve HUBs in the Texas procurement process and ensure they receive a fair share of state business.

Prairie View A&M University has remained committed to this initiative and is ranked #1 among the Texas A&M University System members and #5 of all state agencies, spending 30.41% of total expenditures with HUBs.

Prairie View A&M University’s Purchasing Department has a University HUB Goal of 35% and have assigned each University department a HUB Goal. The departments are encouraged to attain or exceed their assigned goals. “A HUB Committee was established to assist in attaining our HUB Goal. We work closely with Contractors to contract with HUB subcontractors and increase HUB participation,” explains Jim Nelms, Purchasing Manager and HUB Coordinator for PVAMU.

Different categories determine the efficiency of state agencies’ HUB spending, which include Commodities, Other Services, Professional Services, Special Trade, Building Construction and Heavy Construction. PVAMU’s success in the HUB program is no easy task, as there are over 200 state agencies in Texas and for the university to receive such rankings warrant recognition. “We have routinely been in the Top 10 for over five years and #1 highest ranked component in the Texas A&M System for 2014-2018 (Semi-Annual or Annual),” shares Nelms.
