[{"id":24754,"date":"2024-10-07T15:16:16","date_gmt":"2024-10-07T21:16:16","guid":{"rendered":"https:\/\/www.pvamu.edu\/oss\/?page_id=24754"},"modified":"2024-10-07T15:16:16","modified_gmt":"2024-10-07T21:16:16","slug":"state-of-texas-nursing-students-scholarship-program","status":"publish","type":"page","link":"https:\/\/www.pvamu.edu\/oss\/types-of-scholarships\/state-of-texas-nursing-students-scholarship-program\/","title":{"rendered":"State of Texas Nursing Students Scholarship Program"},"content":{"rendered":"<div class=\"content\">\n<p>The State of Texas Nursing Students Scholarship Program promotes healthcare and educational needs by providing scholarships to eligible Texas residents enrolled\/accepted into the Associate of Applied Science in Nursing or the Certificate of Licensed Vocational Nursing programs.<\/p>\n<h2><strong>Eligibility Requirements<\/strong><\/h2>\n<p>To qualify for this scholarship you must:<\/p>\n<ul>\n<li>Be a resident of Texas<\/li>\n<li>Be registered with Selective Service, or be exempt<\/li>\n<li>Show financial need (FAFSA required)<\/li>\n<li>Be enrolled in a course of study leading to an undergraduate or graduate degree in professional nursing or one intending to prepare a student for licensure as a licensed vocational nurse<\/li>\n<li>Be enrolled for a minimum of 6 college credit hours for the semester<\/li>\n<li>Have made satisfactory academic progress (SAP) in accordance with their institution\u2019s financial aid academic progress requirements.<\/li>\n<\/ul>\n<h2><strong>Discontinuation of Eligibility or Non-Eligibility<\/strong><\/h2>\n<p>A recipient is not longer eligible if they have attempted 15 credit hours, or the equivalent, beyond the amount required to complete the degree or certificate program in which the student is enrolled.<\/p>\n<h2><strong>Hardship Provisions<\/strong><\/h2>\n<p>In the event of a hardship or for other compelling cause, a student who is ineligible to receive the Nursing Students Scholarship may be eligible to receive a scholarship.<\/p>\n<p>The institution will determine any acceptable reasons to grant a hardship decision.<\/p>\n<p>The State of Texas requires that students who receive the Nursing Student Scholarship must meet and maintain all of the above renewal requirements:<\/p>\n<ul>\n<li>Satisfactory Academic Progress<\/li>\n<li>Enrolled in at least 6 credit hours per semester of award<\/li>\n<\/ul>\n<p>However, in the event of a hardship, a student can appeal their Nursing Student Scholarship eligibility. Such conditions should include:<\/p>\n<ol>\n<li>Severe illness or other debilitating condition that may affect the student\u2019s academic performance.<\/li>\n<li>Indication that the student is responsible for the care of sick, injured, or needy person and that provision has impacted the student\u2019s academic performance.<\/li>\n<li>Death of the family member that may have affected the student\u2019s academic performance.<\/li>\n<li>The requirement of fewer than six hours to complete one\u2019s degree plan.<\/li>\n<\/ol>\n<h2 data-fontsize=\"18\" data-lineheight=\"19.98px\"><strong>Hardship Appeal<\/strong><\/h2>\n<p>Students must complete the Texas Grant Hardship Appeal form and must provide a statement explaining the circumstance(s) that support the school year that the student lost eligibility and describe why Texas Grant eligibility requirements were not met. The student must also submit any supporting documentation that they would like to be considered. Additionally, the 88th Texas Legislature passed Senate Bill 17 (SB 17) during its regular session to prohibit diversity, equity and inclusion programs and practices at public universities by January 1, 2024. Student scholarships are not affected by SB 17 if they are awarded and administered by a System university without regard to race, sex, color, ethnicity, or national origin, and if a Diversity, Equity and Inclusion (DEI) statement is not required or considered as part of the application. SB 17 does not apply to programs for first generation, low-income college students, or underserved student populations, as long as the programs are designed and implemented without regard to race, sex, color, or ethnicity.<\/p>\n<h2 style=\"text-align: left\"><span style=\"color: #2e022e\">Questions and Answers relating to Senate Bill 17 Regarding Diversity, Equity and Inclusion\u00a0<\/span><\/h2>\n<p><em>This information is developed and maintained by the Office of Student Financial Services with guidance for the answers to these questions provided by the the Office of University Compliance and the Texas A&amp;M University System Office of General Counsel.<\/em><\/p>\n<h3><span style=\"color: #2e022e\">How does SB 17 affect student scholarships and fellowships?<\/span><\/h3>\n<p>SB 17 does not affect student scholarships if they are awarded and administered by a System university without regard to race, sex, color, ethnicity, or national origin, and as long as Diversity Equity and Inclusion (DEI) statements are not required or considered as part of the application\/selection process. If a scholarship is closed to a specific race, color, ethnicity, nation of origin, sex, gender identity, or sexual orientation, a System university cannot support the effort under SB 17, Federal law, and System policy.<\/p>\n<h3><span style=\"color: #2e022e\">What needs to happen if we have scholarships\/fellowships that contain the word \u201cdiversity\u201d in the title and\/or in the selection criteria?<\/span><\/h3>\n<p>You must change the name of the scholarship to remove \u201cdiversity,\u201d and you need to revise the criteria for awarding and administration to omit any and all diversity-related consideration. You may continue to consider first generation student status and\/or students coming from an underserved population as criteria. You may also continue to seek and support students who have overcome obstacles such as socio-economic struggles or other adversity.<\/p>\n<h3><span style=\"color: #2e022e\">Do SB 17 restrictions on diversity include national origin?<\/span><\/h3>\n<p>Yes. Rather than restrict eligibility based on national origin, gift agreements should use inclusive language such as: \u00a0U.S. resident, U.S. Permanent resident, and eligible non-citizens.<\/p>\n<p>It is permissible to limit by state, for example: Texas resident<\/p>\n<h3><span style=\"color: #2e022e\">Do we need to correct all existing gift agreements to include the language above to avoid restrictions based on national origin?<\/span><\/h3>\n<p>No; however, the University must nonetheless award and administer scholarships using the inclusive terminology provided above. Future gifts should use this language.<\/p>\n<h3><span style=\"color: #2e022e\">May a System university member continue to accept and administer scholarships\/fellowships for veterans and dependents of veterans?<\/span><\/h3>\n<p>Yes, it is permissible to consider veteran status in scholarships awarding.<\/p>\n<h3><span style=\"color: #2e022e\">May a System university administer scholarships\/fellowships that targets specific populations?<\/span><\/h3>\n<p>Yes, but only if participation in these organizations\/groups is <strong>open<\/strong> to any individual (regardless of gender, race, ethnicity, etc.) and these scholarships\/fellowships are available to all members of the group. If membership or eligibility is limited to only women or only men, or only for students of a particular ethnicity, this may violate SB 17 and cannot be administered.<\/p>\n<p>You may continue to use items such as academic record, college\/major, classification, and financial need.<\/p>\n<h3><span style=\"color: #800080\"><span style=\"color: #2e022e\">What if an entity separate from the University offers a scholarship\/fellowship opportunity that is closed to a specific race, color, ethnicity, nation of origin, sex, gender identity, or sexual orientation<\/span>?<\/span><\/h3>\n<p>If a non-University entity offers a scholarship that is \u201cclosed\u201d (prohibited by SB 17, System Policy, or federal law), the System university may not participate in any manner in the advertising, application, selection, awarding, administration, or support of the fund.<\/p>\n<h3 id=\"isPasted\"><span style=\"color: #2e022e\">May a faculty or staff member write a letter of recommendation for a student who is applying for an external scholarship whose criteria include factors such as race, color, ethnicity, nation of origin, sex, gender identity, or sexual orientation?<\/span><\/h3>\n<p>Yes, SB 17 does not prohibit employees from writing letters of recommendation for undergraduate, graduate, or professional students- assuming that assistance is not limited to certain students based on a discriminatory reason. For example, a letter of recommendation for a summer internship with the NAACP would be permitted.<\/p>\n<h3><span style=\"color: #2e022e\">I have received grant funding that is intended to provide stipends and experiences specifically for minority students. Do SB17 restrictions apply?<\/span><\/h3>\n<p>All University programs administered after January 1, 2024 must comply with SB 17 and Title VI. All students should also contact their individual college or department and financial aid administrator at their extended campuses for additional scholarship opportunities. All awards are made for the upcoming Fall <span style=\"text-decoration: underline;\">and<\/span> Spring semesters collectively through this application process. All students are encouraged to seek alternative scholarship opportunities through their department as well as through outside resources. Students are encouraged to reapply annually for consideration. Individual scholarship awards may range from $500 \u2013 $3,000 based upon criteria detail and availability of funding.<\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" style=\"text-align: center; line-height: 1.25;\" data-fontsize=\"28\" data-lineheight=\"35px\">Revision and Cancellation of Aid<\/h2>\n<p>The Office of Scholarship Services reserves the right to review, revise and\/or terminate your financial aid awards at any time due to changes in your financial status, academic status, and\/or receipt of awards after initial award notice is sent. <strong>Your financial aid award may not exceed your cost of attendance.<\/strong> The Office of Student Financial Aid is required to review potential over-awards and make adjustments accordingly. As a result of this downturn, college and university financial aid administrators are seeing an increased number of students who are eligible for financial assistance due to worsening financial circumstances, loss of income, or declining assets. In an effort to assist prospective and current students with their educational expenses, Prairie View A&amp;M University has created the Presidential Scholarship Program.\u00a0 The presidential scholarships are named in honor of principals and presidents that have made significant contributions to Prairie View A&amp;M University and the surrounding community.<\/p>\n<p>Due to the increasing number of eligible applicants, please be advised that funding for the Presidential Scholarship Program are limited and will be awarded until all funds have been exhausted.\u00a0 Presidential Scholarship awards are made on a \u201cfirst-come, first-serve\u201d basis. Students who wish to be considered for a presidential scholarship must have completed and submitted the general scholarship application by the specified deadline and must have a verified FAFSA on file to determine financial need.<\/p>\n<\/div>\n<div>\n<ul>\n<li><a href=\"\/faid\/types-of-aid\/scholarships\/presidential-scholarships\/#1\">L. Thomas Scholarship<\/a><\/li>\n<li><a href=\"\/faid\/types-of-aid\/scholarships\/presidential-scholarships\/#5\">W. R. Banks Graduate Fellowship<\/a><\/li>\n<\/ul>\n<hr size=\"1\" width=\"100%\" \/>\n<\/div>\n<h2><a id=\"12\" name=\"1\"><\/a>L. C. Anderson Scholarship<\/h2>\n<p><em><strong>About Principal Anderson<\/strong><br \/>\n<\/em><br \/>\n<strong><img decoding=\"async\" src=\"https:\/\/www.pvamu.edu\/faid\/wp-content\/uploads\/sites\/38\/principal_lcanderson.jpg\" alt=\"L.C. Anderson\" width=\"92\" height=\"129\" align=\"left\" hspace=\"5\" \/><\/strong><\/p>\n<p><span style=\"font-size: 12.0pt;font-family: 'inherit','serif';color: #444444\">L.C. Anderson became principal of Prairie View A&amp;M in 1885 and served for 12 years. He was also the founder of the dynamic and politically active Colored Teachers Association of Texas. He managed a college budget of $39,000 and staff of 11 instructors in what was essentially a normal school program. The grey stone administration building was erected in 1890, and Prairie View became embroiled in an intense and sometimes bitter legislative and political debate over the status and future of the college. The Twentieth Legislature agreed to the attachment of an Agricultural and Mechanical Department to the normal School, and the Hatch Act brought the college a branch of the Experiment Station. Other facilities erected included an academic hall, six cottages for teachers, a brick mechanics shop, and artesian wells.<\/span><\/p>\n<p><strong>To be eligible for the L. C. Anderson Scholarship, students must:<\/strong><\/p>\n<ul>\n<li>Be a Texas resident;<\/li>\n<li>Be classified as a freshman;<\/li>\n<li>Be enrolled as a full-time student (12 credit hours minimum per semester);<\/li>\n<li>Must have a 2.5 cumulative GPA or higher<\/li>\n<li>Maintain Satisfactory Academic Progress while at the University; and,<\/li>\n<li>Demonstrate a financial need as determined by the FAFSA<\/li>\n<\/ul>\n<p><strong><em>Award Amounts<\/em><\/strong><br \/>\nEligible students may be awarded up to $2,000.00 for the period of one academic year. (Based upon available funding)<\/p>\n<hr size=\"1\" width=\"100%\" \/>\n<h2><a id=\"2\"><\/a>Edward L. Blackshear Scholarship<\/h2>\n<div>\n<p><em><strong>About Principal Blackshear<\/strong><br \/>\n<\/em><br \/>\n<strong><img decoding=\"async\" class=\"alignnone\" src=\"https:\/\/www.pvamu.edu\/faid\/wp-content\/uploads\/sites\/38\/principal_elblackshear.jpg\" alt=\"Edward Blackshear\" width=\"92\" height=\"129\" align=\"left\" hspace=\"5\" \/><\/strong>In 1897, Edward L. Blackshear was elected principal of the college, and he served until 1915. During his tenure, the curriculum and the physical plant grew significantly. In 1889, the Twenty-sixth Legislature changed the name of the school to Prairie View State Normal and Industrial College, and the new name reflected the expansion of the curriculum. The Twenty-seventh Legislature, in 1901, authorized the school to offer a four-year course of study that included the Academy and Normal School in four Divisions: education, agriculture, home economics and mechanical arts. A diploma and bachelor of science degree were given upon completion of any curriculum. The first three degrees were granted in 1903. New additions to the physical plant during this period included two dormitories for men, Foster Hall and Luckie Hall (1909), Crawford Hall for women (1912), and a combination auditorium\/dining hall (1911).<\/p>\n<p><strong>To be eligible for the E. L. Blackshear Scholarship, students must:<\/strong><\/p>\n<ul>\n<li>Be a Texas resident;<\/li>\n<li>Be classified as a Sophomore; no less than 30 credit hours, no more than 59 credit hours<\/li>\n<li>Must have a cumulative GPA of 2.50 or greater;<\/li>\n<li>Must be enrolled as a full-time student (12 credit hours minimum per semester);<\/li>\n<li>Maintain Satisfactory Academic Progress while at the University; and,<\/li>\n<li>Demonstrate a financial need as determined by the FAFSA.<\/li>\n<\/ul>\n<p><strong><em>Award Amounts<\/em><\/strong><br \/>\nEligible students may be awarded up to $2,000.00 for the period of one academic year. Osborne Scholarship<\/h2>\n<p><strong><em>About Principal Osborne<\/em><\/strong><\/p>\n<p><strong><img decoding=\"async\" src=\"https:\/\/www.pvamu.edu\/faid\/wp-content\/uploads\/sites\/38\/principal_jgosborne.jpg\" alt=\"J.G. Osborne\" width=\"92\" height=\"129\" align=\"left\" hspace=\"5\" \/><\/strong>The sixth principal of Prairie View was J.G. Osborne, whose tenure lasted from 1918 to 1925. The nursing division was established in 1918, and six buildings were added to the campus in 1924 and 1925: a veterinary hospital, science building, college exchange, elementary training school, home economics practice cottage, and music conservatory. The four-year senior college program was begun in 1919 and included training in vocational home economics, vocational agriculture, liberal arts, and mechanical arts.<\/p>\n<p><strong>To be eligible for the J. G. Osborne Scholarship, students must:<\/strong><\/p>\n<ul>\n<li>Be a Texas resident;<\/li>\n<li>Be classified as a Junior; no less than 60 credit hours, no more than 89 credit hours<\/li>\n<li>Must have a cumulative GPA pf 2.50 or greater;<\/li>\n<li>Be enrolled as a full-time student (12 credit hours minimum per semester);<\/li>\n<li>Maintain Satisfactory Academic Progress while at the University; and,<\/li>\n<li>Demonstrate a financial need as determined by the FAFSA.<\/li>\n<\/ul>\n<p><strong><em>Award Amounts<\/em><\/strong><br \/>\nEligible students may be awarded up to $2,000.00 for the period of one academic year. (Based upon available funding)<\/p>\n<hr size=\"1\" width=\"100%\" \/>\n<\/div>\n<div>\n<h2><a id=\"42\" name=\"4\"><\/a>Alvin\u00a0 I. Thomas Scholarship<\/h2>\n<p><strong><em>About President Thomas<\/em><\/strong><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.pvamu.edu\/faid\/wp-content\/uploads\/sites\/38\/president_aithomas.jpg\" alt=\"Alvin I. Thomas\" width=\"102\" height=\"142\" align=\"left\" hspace=\"5\" \/>Dr. Alvin I. Thomas, elected as the third president of Prairie View Agricultural and Mechanical College in November 1966, introduced the residential college concept. As Prairie View A&amp;M&#8217;s centennial approached, the Board of Regents of the newly-titled Texas A&amp;M University System, at the request of President Thomas, appointed 79 persons to a Centennial Planning Council and charged them with formulating a new master plan for Prairie View A&amp;M for the 1970&#8217;s. After 16 months of serious study, the council&#8217;s recommendations were published in a document entitled &#8220;A Developmental Plan, 1970-80, Prairie View A&amp;M College of Texas.&#8221; As an outgrowth of this plan and recommendations to the state legislature, the name of the institution was again changed to Prairie View A&amp;M University, and its status as an independent unit of the Texas A&amp;M University System was reconfirmed. The System Board of Regents, in the fall of 1970, sold in excess of $13 million in bonds for the construction of two new residence halls and a dining facility. The residence halls, accommodating 1,500 students, were opened for occupancy in August of 1972.<\/p>\n<p>The dining facility, now known as Alumni Hall, was opened in the second semester of the 1972-73 academic year. Other major construction completed during the following decade included the fire and security building, Farrell Hall Laundry, Burleson-Ware ROTC Building, Hobart Taylor Hall, the engineering building, and the Owens-Franklin Health Center. In 1980-81, the state of Texas purchased and renovated a building in the Texas Medical Center complex to be used as clinical nursing center for the College of Nursing. In 1981-82, broadcasting began from newly constructed facilities of FCC-approved KPVU-FM at Prairie View, an instructional laboratory of the Department of Communications. In 1981, the Texas legislature officially recognized Prairie View as not only a general purpose university but also as &#8220;special purpose institution&#8221; providing services to students of &#8220;diverse ethnic and socioeconomic backgrounds.&#8221; The physical plant, valued at approximately $12 million in 1966, was valued at more than $50 million at this time. Curricula offerings, research, and Cooperative Extension activities had been greatly enhanced.<\/p>\n<p><strong>To be eligible for the A. I. Thomas Scholarship, students must:<\/strong><\/p>\n<ul>\n<li>Be a Texas resident;<\/li>\n<li>Be classified as a Senior; no less than 90 credit hours, no more than 150% of required attempted credit hours to complete degree plan<\/li>\n<li>Must have a cumulative GPA of 2.50 or greater;<\/li>\n<li>Be enrolled as a full-time student (12 credit hours minimum per semester);<\/li>\n<li>Maintain Satisfactory Academic Progress while at the University; and,<\/li>\n<li>Demonstrate a financial need as determined by the FAFSA<\/li>\n<\/ul>\n<p><strong><em>Award Amounts<\/em><\/strong><br \/>\nEligible students may be awarded up to $1,000.00 for the period of one academic year. Banks\" width=\"92\" height=\"129\" align=\"left\" hspace=\"5\" \/><\/strong>W.R. Banks became principal in 1926 and served until his retirement in August 1947, when he was named principal emeritus. During this period, the physical plant doubled in size with the addition of a dining hall, a hospital, three apartment buildings for male teachers, three dormitories for women, a greenhouse, an incubator house, a classroom building, an NYA resident center , a library, and more than 60 cottages for faculty families.<\/p>\n<p>The Senior Academy was discontinued in 1930 and the division of Education was renamed the College of Arts and Sciences with major department in teacher-training. The Division of Graduate Study was organized in 1937, offering Master of Science degrees in agricultural economics, rural education, agricultural education, school administration and supervision, and rural sociology.<\/p>\n<p>The name Prairie View Normal and Industrial College was changed by the Forty-Ninth Legislature in 1945 to Prairie View University, and the school was authorized to offer, &#8220;as the need arises&#8221;, all courses offered at the University of Texas.<\/p>\n<p><strong>To be eligible for the W.R. Banks Graduate Fellowship, students must:<\/strong><\/p>\n<ul>\n<li>Be a Texas resident;<\/li>\n<li>Be classified as a Graduate student; (priority given to students who have over 54 earned graduate credit hours)<\/li>\n<li>Must have a cumulative and semester GPA of 3.00 or greater;<\/li>\n<li>Complete half-time course load (6 credit hours minimum per semester);<\/li>\n<li>Maintain Satisfactory Academic Progress while at the University; and,<\/li>\n<li>Demonstrate a financial need as determined by the FAFSA<\/li>\n<\/ul>\n<p><strong><em>Award Amounts<\/em><\/strong><br \/>\nEligible students may be awarded up to $3,000.00 for the period of one academic year.
