Since the completion of her graduate studies at Boston University, she has had more than 20 years of professional experience in higher education including program and project administration, research, training, and teaching. Before coming to PVAMU, she spent the past 17 years at the University of Michigan-Ann Arbor, with her most recent position as the Director of Training and Community Engagement at the Prevention Research Center of Michigan in the School of Public Health. Additionally, Dr. Frazier-Kouassi has previously served as co-director of the Future Public Health Leaders Program (a nationally funded undergraduate programs by the Centers for Disease Control and Prevention (CDC); and eight years as the Scientific Administrator for the Program for Research on Black Americans (Institute for Social Research; UM) under the leadership of Dr. James S. Jackson. Her research areas of interest focus on the social determinants of health, especially obesity; youth violence and crime prevention; youth empowerment; and community-academic partnerships.<br \/>\nDr. Frazier-Kouassi earned her M.A. and Ph.D. in Social Psychology (minor in Public Health) from Boston University and her B.A. in Psychology from the University of Michigan-Ann Arbor. Smith<\/span><span class=\"person-title\">Associate Director, Minority Achievement, Creativity and High Ability (MACH-III) Center<\/span><\/div><\/div><div class=\"person-content fusion-clearfix\">Stella L. Smith, Ph.D. is the Associate Director for the Minority Achievement, Creativity and High-Ability (MACH-III) Center and an Adjunct Instructor in the Department of Educational Leadership and Counseling at Prairie View A&amp;M University. A qualitative researcher, her scholarly interests focus the experiences of faculty and administrators of color in higher education; African American females in leadership in higher education; access and inclusion of underserved populations in higher education, and P\u201320 educational pipeline alignment. For the entirety of her professional career, she has worked in areas that promote access for underrepresented populations to higher education. Dr. Smith is a strong advocate for social justice and passionate about creating asset based pathways of success for underserved students. Dr. Smith\u2019s was recognized with a 2014 Dissertation Award from the American Association of Blacks in Higher Education and as part of the 2019 Class of 35 Outstanding Women Leaders in Higher Education by Diverse Issues in Higher Education. She serves as the Managing Editor the Journal for Minority Achievement, Creativity and Leadership and an Associate Editor of the Journal of Family Strengths. Her areas of research and scholarship include: race, crime and the administration of justice, police-community relations, juvenile justice, and the legal socialization of adolescent males.<\/p>\n<p>Her book, Race, Crime and Punishment, won a New York Public Library award in 2001. In addition to multiple articles, book chapters and legal commentaries, she is the co-editor of two additional books: The System in Black and White: Exploring the Connections between Race, Crime and Justice (Praeger, 2000) and Policing and Minority Communities: Bridging the Gap (Prentice Hall, 2004).<\/p>\n<p>Prof. Jones-Brown holds a joint Masters in Criminal Justice and Juris Doctor from Rutgers University School of Criminal Justice and Rutgers Law School-Newark. She completed her doctorate in Criminal Justice at Rutgers Graduate School-Newark in 1996. Her undergraduate degree is from Howard University, Washington, DC in Sociology and the Administration of Justice. Her post-doctoral studies which examined the relationship between African American males, schools and delinquency were completed in the Department of Health and Behavioral Studies at Teachers College, Columbia University and in the Behavioral Sciences Training Program at the National Development and Research Institutes.<\/p>\n<p>In addition to her career as an academic, Dr.Jones-Brown has spent time as a criminal justice practitioner in multiple areas, including prosecution, community-based and institutional corrections and program development for court-involved youth. Prior to joining the faculty body, she served as a research assistant in the Transdisciplinary Center for Health Equity Research at Texas A&amp;M University and research coordinator for the Rural Minority Health Disparity and Community Research project. Her primary research interests are centered on the underserved minority youth health and risk factors (food preparation literacy). Dr. McDonald has conducted some of her research in the Caribbean, exploring foods and nutrition policies in school and health issues affecting school children. She is particularly interested in photovoice, grounded theory, and systematic literature review methods to understand health concerns. To date, she has taught more than 6000 students who are pursuing careers in the health field and served as an advisor for many others. Dr. McDonald&#8217;s career journey began here at Prairie View A&amp;M University. She holds a Ph.D. in Health Education from Texas A&amp;M University, College Station, a Master of Science in Human Sciences concentration in Dietetics, and a Bachelor of Science in Dietetics, Foods, and Nutrition from Prairie View A&amp;M University. She has received the PVAMU 40 under 40 and Texas Public Health Association Thinking Progressively Towards health awards. McFrazier - MODERATOR<\/span><span class=\"person-title\">Professor and Dean of the Whitlowe R. Green College of Education (WRGCOE)<\/span><\/div><\/div><div class=\"person-content fusion-clearfix\">Dr. Michael L. McFrazier, a native of Paris, Texas, is professor and dean of the Whitlowe R. Green College of Education (WRGCOE) at Prairie View A&amp;M University (PVAMU).<\/p>\n<p>McFrazier joined the faculty at PVAMU in 1998 after beginning his professional career as a public school music teacher and administrator in the Waco Independent School District, Waco, Texas. During his over twenty year tenure in higher education, he has served in a number of administrative roles to include Coordinator of Graduate Studies, Associate Provost &amp; Associate Vice President for Academic &amp; Student Affairs, Vice Provost for Academic Affairs, Dean of the PVAMU Northwest Houston Campus, chair of the PVAMU SACS-COC Reaffirmation of Accreditation decennial review and Vice President for Administration and Chief of Staff. McFrazier also provided leadership in establishing the doctoral program in Educational Leadership.<br \/>\nMcFrazier enjoys working with and speaking motivationally to students. He has written a number of articles and book chapters and made scholarly presentations. His professional research interests include First Generation College Student Academic Self-Efficacy, Minority Male Academic Achievement and Mentorship, and Personality Assessment of Effective Educational Leaders.<br \/>\nMcFrazier received an Associate of Arts Degree from Paris Junior College. He earned the B.M. in Music Education, an M.M. in Music\u2013Vocal Performance, and an M.A. in Education from Baylor University. Banda, Ph.D. is Assistant Professor of Educational Leadership at Texas A&amp;M University-Corpus Christi. Formerly, Dr. Banda was a Research Associate to the Samuel DeWitt Proctor Chair in Education in the Graduate School of Education at Rutgers, The State University of New Jersey. Dr. Banda earned her Ph.D. in Higher Education Administration and Human Resource Development from Texas A&amp;M University-College Station. She holds a M.Ed. in Adult &amp; Higher Education with a cognate in Bicultural\/Bilingual Studies and a B.A. in Communications with a concentration in Public Relations from the University of Texas at San Antonio, respectively. In addition to numerous national and international presentations, Dr. Banda&#8217;s most recent publications include several peer reviewed journal articles, as well as a co-edited books currently in press titled Square pegs and round holes: Alternative student development frameworks and models for higher education and student affairs with Stylus Publishing. She earned her B.S. in Environmental Science from Drake University, and later went on to earn her MBA from St. Edward\u2019s University and PhD in Higher Education from the University of Texas at Austin. In 2012, Laura served as a postdoctoral fellow at UT\u2019s Community Engagement Center as the Director of Public Engagement. In this role, she led one of Austin\u2019s most comprehensive public engagement projects known as the Colony Park Sustainable Community Initiative. Laura credits this experience with changing her professional trajectory and after completing the project she launched Cortez Consulting.<\/p>\n<p>Today, Laura is designing new ways to effectively engage the public, particularly those individuals who are traditionally left out of the conversation. Cortez Consulting is certified as a Women and Minority-Owned Business (MWBE) and Historically Underutilized Business (HUB). The organization is a member of the Greater Austin Hispanic Chamber of Commerce (GAHCC) and involved with an array of projects across the City working to build positive relationships within the community.<\/p>\n<p>During her free time, Dr. Cortez stays active in the community. As a nationally certified rehabilitation counselor, she has worked in various settings with juveniles in conflict with the law as the primary client. She has been a university faculty member for over 20 years \u2013 beginning at Brooklyn College for four and a half years in the Political Science Department and concurrently for three years at John Jay College in the Public Administration Department before joining Prairie View. Her publications include being author of Being Real: Student-Teacher Interactions and African American Male Delinquency; co-author of Juvenile Sex Offending: What the Public Needs to Know and co-editor of Crime and Violence in the Caribbean: Lessons from Jamaica. Other works have addressed topics such as drug trafficking; gangs in schools; race and school suspensions, sexual abuse, sex trafficking, child abuse, youth and police interactions and juvenile violence.<br \/>\n.<br \/>\nDr. Gibson is a past President of the Southwestern Association of Criminal Justice and a former Board member of the Academy of Criminal Justice Sciences. She is a Niederhoffer Memorial Fellowship recipient and a Felix Fabian Award winner. She has offered advice internationally to governments engaged in juvenile justice reform. She is also the Communications Officer for the Caribbean Crime Study Group and is the editor of its Caribbean Diaspora Crime Prevention Gazette. He is a professor of justice administration and former graduate program director in the Administration of Justice Department. Howard is an expert on culturally- responsive criminal justice research, program evaluations and assessment instrument validations. Dr. Henderson serves as an advisory board member of the Vera Institute\u2019s Rural Jail Research Policy Network and as a member of the National Scientific Advisory Committee at the Institute of Justice Research and Development at Florida State University.<\/p>\n<p>Recently, Dr. Henderson served as the chair of the data subcommittee for Houston Racial\/Ethnic Disparities Committee Data Workgroup supported by the MacArthur Foundation. In this role, he assists in the overall management of the Division of Student Affairs as well as leading the area of Access and Diversity. Initiatives he currently oversees include TRIO Talent Search, TRIO Upward Bound, State GEAR UP, Ogden School District GEAR UP, College Access and First-Year Transition, Diversity and Inclusive Programming, Center for Multicultural Excellence, the LGBT Resource Center, the Women\u2019s Center, Men of Color, Peer Mentoring, and Community Engagement.<\/p>\n<p>His oversight and leadership directly support institutional core themes of access, learning and community through precollege outreach programs, transition support, community partnerships, university-wide programming, leadership development, and retention efforts to create an inclusive and welcoming co-curricular environment for all students with particular emphasis upon historically underrepresented populations in higher education.<\/p>\n<p>His team in the Office of Access and Diversity works on various co-curricular projects to engage students, provide a sense of belonging, and help them realize their full potential and academic aspirations. Events include The Latinos in Action Conference where the institution hosts 1200 students and the Multicultural Youth Conference, which brings about 600 students to campus. Both of these conferences offer high school students across Utah the opportunity to learn about college, learn leadership and advocacy skills to effect change in their communities and prepare them for postsecondary aspirations. Access and Diversity enhances students\u2019 experiences by providing summer bridge programs for admitted students. They also host programs throughout the year celebrating students\u2019 cultures, traditions, identities, experiences, and languages among others. Access and Diversity provides leadership programs for students and promotes student success by giving them on-campus opportunities through student government, clubs and organizations, and community service.<\/p>\n<p>In Texas, he directed Project MALES (Mentoring to Achieve Latino Educational Success) and the Texas Education Consortium for Male Students of Color at the University of Texas at Austin. As Director, Dr. Romo served as the chief operations officer for all Project and Consortium activities and was responsible for communications and engagement with key partners among other responsibilities.<\/p>\n<p>As Deputy to the Vice President at UT Austin, he was responsible for special projects delegated by the Vice President for Diversity and Community Engagement. He assisted with coordination of institutional and strategic planning; worked with faculty, staff, students, administrators and the community on behalf of the Vice President. Dr. Romo, in this role, worked closely with the vice president in a number of various internal and external organizations. He also served as the liaison to the Student Diversity Initiatives portfolio, which included the Multicultural Engagement Center and the Gender and Sexuality Center.<\/p>\n<p>Dr. Romo recently finished his MBA from Weber State University. These institutions are ideally situated to offer viable solutions to combat this critical problem.<\/p>\n<p style=\"text-align: left\">Historically, HBCUs have managed to be very successful in graduating students of color despite struggles with open admission criteria, financial restraints, and attrition (Brady et al., 2000; Nettles, Wagener, Millett, &amp; Killenbeck, 1999; Stewart, 2000). Studies examining HBCUs reveal invaluable data. For example, a seven-year study of 3,000 African-American and white college students from 15 HBCUs and primarily white institutions (PWIs) indicated that students in HBCUs showed greater evidence of intellectual development, especially in the senior year. Whereas, intellectual development was found at PWIs, the researcher suggests that it was not as widespread as at HBCUs (Weber, 1992). Another possible explanation for the success with students of color is that African-American colleges and universities have historically had a mission of developmental education and a solid foundation of providing educational opportunity for all (Jones &amp; Richards-Smith, 1987). Professors in HBCUs are aware that oftentimes education for African Americans requires the type of professor who can deal with a variety of social, emotional, financial, and academic challenges and deficiencies (Blackwell, 1989; Jones &amp; Richards-Smith, 1987; Stewart, 2000).<\/p>\n<p style=\"text-align: left\">For more than three decades, both educational and scientific communities have channeled efforts and resources aimed at increasing the number of African-American students completing STEM degrees and subsequently pursuing STEM careers. Data reported in 2003 highlight the percentages of African Americans and Hispanics that earned bachelor degrees in engineering- &#8211; 4.6% and 6.2%, respectively (Chubin, May, &amp; Babco, 2005). Despite an overall increase in baccalaureate degree production, the proportion of minority freshmen in engineering has steadily declined since 1995 (Chubin, May, &amp; Barco, 2005).\u00a0 Even more daunting are the numbers of students of color in general, and African Americans in particular, who go on to pursue advanced STEM degrees. According to Hamilton (2004), in 2001, only two percent of doctorate holders in the sciences and engineering were African American. More recent data reveal that, HBCUs contributed 19% of the nearly 9% of bachelor\u2019s degrees awarded in science and engineering to Blacks in 2010 (Gasman &amp; Nguyen, 2014). In 2010, approximately 33% of all Black students who earned bachelor\u2019s degrees in mathematics and statistics attended HBCUs and HBCUs produced nearly 37% of all Black undergraduates who received bachelor\u2019s degrees in the physical sciences (Gasman &amp; Nguyen, 2014).<\/p>\n<p style=\"text-align: left\">As minority populations continue to increase, their participation in the STEM workforce will be critical to the health of our growing economy. Thus, one of the most important areas of focus should be on increasing minority STEM graduates.\u00a0 A significant facet of this is to understand the role faculty should play in preparing these students and assisting with their matriculation to graduation and ultimately their participation in the workforce.\u00a0 The STEM Workforce Challenge Report (2007) identified three key issues as detractors from STEM success, particularly in developing a STEM workforce:<\/p>\n<ol style=\"text-align: left\">\n<li>Many students never make it into the STEM pipeline because of inadequate preparation in math and science or poor teacher quality in their K-12 systems.<\/li>\n<li>Many, who are academically qualified for postsecondary studies in science and math fields at both the two- and four-year levels don\u2019t pursue those programs.<\/li>\n<li>The low engagement with STEM-related learning is particularly acute among minority, female, and lower-income students who comprise a growing proportion of the total college- going public. (pg. 2-3)<\/li>\n<\/ol>\n<h3><strong> Perspective(s) or theoretical framework<\/strong><\/h3>\n<p style=\"text-align: left\">This investigation will use grounded theory as the theoretical approach\u2014serving as both method and analytical tool. The five analytic (and not strictly sequential) phases of grounded theory building will be used; namely, research design, data collection, data ordering, data analysis and literature comparison.\u00a0 All information will be analyzed using open, axial, and selective coding methods to uncover salient emergent categories and themes (Strauss &amp; Corbin, 1998).\u00a0 The constant comparative method will serve to provide an on-going means of comparing data to and against other data to gain additional insights on research findings (Merriam, 1990).\u00a0 Additionally, the paradigm model will assist in not only placing and selecting viable codes but also in identifying salient categories and themes.\u00a0 According to (Strauss &amp; Corbin, 1998), use of this model \u201cenables the researcher to think systematically about data and to relate them in very complex ways\u201d (p. 99). An interview protocol will be developed to explore how HBCU STEM faculties contribute to STEM student persistence, retention, and ultimately graduation. Qualitative research provides a clear opportunity to get the emic or insider perspective from HBCU STEM faculty participants, thus allowing them to provide authentic accounts of their experiences.\u00a0 An essential tenant of qualitative research is the emergent design, which provides some measure of flexibility in the study design to incorporate design elements in situ that leads to more robust data collection. Semi-structured interviews will be conducted with HBCU STEM faculty from each of the five institutions. Additionally, semi-structured interviews will be conducted with STEM Deans representing the respective institutions. Their participation will assist in the important process of assuring trustworthiness as well as triangulating qualitative data.<\/p>\n<h3><strong> Methods and Data Sources<\/strong><\/h3>\n<p style=\"text-align: left\">From this list of key issues, the role and importance of faculty can be readily discerned.\u00a0 These three maladies all relate, whether directly or indirectly, to the significant contribution that faculty can make in addressing pipeline issues&#8211;many even before the student reaches the postsecondary level.\u00a0 Hence, a key emergent question then becomes:\u00a0 What factors are critical for faculty who prepare HBCU STEM majors for graduate and professional school as well as careers in the STEM workforce? Therefore, the proposed research seeks to address the following research questions:<\/p>\n<ol style=\"text-align: left\">\n<li><em>What factors by STEM faculty support minority student persistence and retention in STEM?<\/em><\/li>\n<li><em>What strategies can faculty implement to effectively prepare minority students for graduate education and careers in the STEM workforce?<\/em><\/li>\n<\/ol>\n<p style=\"text-align: left\">The research investigation will utilize a mixed methods approach to allow for the collection and analysis of both qualitative and quantitative data from five institutions.\u00a0 Mixed methods research is a technique that supports collecting and analyzing both quantitative and qualitative data in a single study or a series of studies based on priority and sequence of information (Creswell, 2003).\u00a0 This type of investigation provides a complete picture of a research problem. As this study aims to first understand the depth of faculty experiences and strategies as well as the frequency and breadth of the experiences, a mixed methods investigation is the best approach. The first phase of the project will include a qualitative investigation.\u00a0 The faculty who prepare STEM graduates at the respective institutions will participate in individual interviews, focus groups, and chat-based discussions for purposes of data collection. In the second phase, the data from these qualitative findings will be used to develop a quantitative instrument that will be used as a model for not only other HBCUs, but also for Predominately White Institutions (PWIs) engaged in the training and development of African American STEM students.<\/p>\n<p style=\"text-align: left\">A unique aspect of this investigation is its primary focus on HBCU faculty.\u00a0 It is also significant that this research will identify factors, through a multi-institutional, mixed methods approach utilizing both qualitative and quantitative measures, which contribute to HBCU STEM faculty\u2019s production of successful STEM graduates. The knowledge base in the area of HBCU STEM faculty is at best shallow and at worst non-existent; using a combination of the descriptors: HBCU\/STEM\/faculty, even the most comprehensive search engine reveals a scant number of publications\u2014if any. The few studies that have attempted to address the problem of minority underrepresentation and underachievement in STEM have not specifically addressed the contributions of faculty&#8211;particularly those faculties in the institutions (i.e. HBCUs) who continue to produce the most significant numbers of African-American STEM graduates (Removed for blind review, 2010; Clewell &amp; Tsui, 2010; Perna et al., 2007).<\/p>\n<h3 style=\"text-align: left\"><strong>Preliminary Results<\/strong><\/h3>\n<p style=\"text-align: left\">Preliminary results suggest that five characteristics that faculty need to support increases in the number of African-American students with STEM degrees include being committed to students, approachable, diligent, encouraging and honest\/fair. Findings provide critical insight on faculty development for HBCU faculty in general and HBCU STEM faculty in particular and will inform best practices for STEM faculty development also in PWI contexts.<\/p>\n<h3><strong>Significance<\/strong><\/h3>\n<p>A unique aspect of this investigation is its primary focus on HBCU faculty. It is also significant that this research will identify factors, through a multi-institutional model, further increasing the applicability of results. The knowledge base in the area of HBCU STEM faculty effectiveness is shallow, yet there is a large demand. The studies that have attempted to address the problem of minority underrepresentation and underachievement in STEM have not specifically addressed the contributions of faculty&#8211;particularly those faculties in the institutions who continue to produce the most significant numbers of African-American STEM graduates. As minority populations continue to increase, their participation in the STEM workforce will be critical to the health of the global economy. A significant facet of increasing minority student participation in the STEM workforce is to understand the role faculty should play in preparing these students and assisting with their matriculation to graduation and ultimately their participation in the workforce. Hence, a key emergent question then becomes: <em>What factors are critical for faculty who prepare HBCU STEM majors for graduate and professional school as well as careers in the STEM workforce? <\/em><\/p>\n<p>The overarching goal of this research is to create viable solutions to the conundrum of low representation of African Americans in the STEM workforce and to provide formal guidance to all interested stakeholders.
