Responsibility for Citations

The person (registrant) in whose name a motorized vehicle is titled or the person who normally operates that vehicle shall be responsible for all citations identified to the vehicle. When applicable, if the owner is not a member of the University, Parking & the UPD assumes the student or faculty/staff member who is related to the owner is the operator of the vehicle on campus. If a parking permit is displayed, or the vehicle is registered for an e-permit, then the owner of the parking permit/e-permit shall be responsible for that citation.  Faculty, staff and students are responsible for any citations that are issued to family members.  PVAMU Parking Management has the authority to bill the citations to the registrant of the parking permit.

Failure to Pay for Citations

Failure to pay parking citations could result in a parking boot, towing and additional citations.

For students, failure to pay parking citations results in holds placed on the student account, which prevents registering for classes, receiving transcripts or receiving your diploma during graduation ceremonies.  Unpaid parking citations are sent over to a Collections Agency.

Faculty & Staff, failure to pay parking citations results in your citations sent over to a Collections Agency.  Unpaid parking citations are deducted from your final pay from the University.

Unpaid citations are sent to collections 30 days after the end of each semester.

Flagrant Violators

Vehicles are deemed flagrant violators if the vehicle receives over $250 in unpaid citations in a rolling 30-day period regardless of whether the owner has been identified or if the citations have been paid or appealed.

Flagrant violators will be subject to booting and/or towing.

Habitual Violators

Students, faculty or staff who receive 6 or more citations in the same academic year are designated “Habitual Violators”.

Habitual Violators are subject to:

  • Vehicle immobilization each additional time they violate parking policy.
  • An additional fine of $75.00 will be applied for the removal of the immobilization boot.
  • $25.00 per diem fee added for every day after the first 24 business hours the vehicle remains booted.

Habitual Violators remain on the University’s Habitual Violator List for the current full academic year having their record reset at the beginning of the new academic year.

Chronic Violators

Students, faculty or staff who are in excess of 10 citations are designated “Chronic Violators” and are subject to further penalty.

Chronic Violators remain on the University’s Habitual Violator List for the current full academic year having their record reset at the beginning of the new academic year.

A vehicle receiving 10 or more citations will be removed and impounded.

Chronic Violators will have their parking privileges rescinded.

Escalating Fines

Fines escalate for the same violation, increasing each time they are issued to the same car in the same academic year (e.g. a $25 ticket will increase to $35 the second time it is issued, then $45, and so on), regardless of whether the citations have been paid or appealed

Once a fine has escalated five (5) times, the next violation becomes a tow-able offense. If a vehicle is towed twice for the same escalating fine, parking will be revoked for the remainder of the academic year.

Multiple citations may be issued for same violation on consecutive days, and may also be issued on the same day for multiple, separate instances

E-Citations may be issued to vehicles that move before a paper ticket can be placed on the vehicle (e.g. bus zones, loading zones, double parked, blocking traffic, etc.).

University Police Department (UPD) citations are municipal citations.  In some instances the UPD will issue parking citations to violators.  These cases are filed in and must be resolved at the UPD.  Contact the UPD at 936-261-1375
