1.  Purpose
     The purpose of the University's Staff Development Program is to enhance the quality of its staff through training and
     educational opportunities. The program is designed to compliment the University's statutory authorized Faculty
     Development Leave Program and the various training programs and efforts provided/funded by University departments.


2.  Program Activities and Expenses
     Eligible program activities include continuing education classes/seminars and college degree programs. Eligible program
     expenses include tuition and fees, travel and paid leave.


3.  Governing Regulations
     The Staff Development Program will be operated in compliance with
System Regulation 33.05.01, State Employees
     Training Act,
System Regulation 31.99.01, Employees Registering as Students, and Prairie View A&M 
     
University Administrative Procedure 60.09, Employees Registering as Students.


4.  Employee Eligibility
     All University employees who hold a non-faculty, staff position and who have been employed in that position for a minimum
     of 6 months are eligible to participate in the Staff Development Program.


5.  Application for Participation
     Eligible employees may apply for participation in the Staff Development Program by completing the program application

     (Attachment 1)
and submitting it to the Office of Human Resources.


6.  Evaluation and Selection of Participants
     Applications for participation in the program will be reviewed and evaluated by the Selection Committee. Applications will
     be rated based upon the established criteria and submitted in rank order to the President for approval. Approved applicants
     will be notified of their selection by the committee.


7.  Criteria
     The following criteria will be used in the evaluation of applications:

     a.   Impact of proposed education or training to employee's job
     b.   Cost of proposed education or training
     c.   Ability of employing department to fund proposed education or training
     d.   Impact of absence from work on operations of University
     e.   Prior participation in the Staff Development Program
     f.    Requirements of System Regulation 33.05.01, State Employees Training Act


8.  Funding
     Funding of the program will be determined annually by the President based upon the availability of funds.


9.  Selection Committee
     The Selection Committee for the Staff Development Program will be appointed annually by the President.
     The Committee will be comprised of one representative from each of the following areas:

      a.    Academic Affairs
      b.    Finance & Administration
      c.    Research & Development
      d.    Student Affairs
      e.    University Operations
      f.     At large

      The Director of Human Resources will serve as advisor to the Committee.


10.  Agreements
      All Staff Development Program applicants approved for participation in a college degree program will be required to sign an
      agreement outlining the terms and conditions of the appointment, as per Section 2.4 of System Regulation 33.05.01,
      State Employees Training Act.
