The Texas Institute for the Preservation of History & Culture (TIPHC) was created in 1999 by 76th Texas legislature under house bill 889. In tandem with house bill 889, the primary mission of TIPHC is to collect, preserve, study, publish and make available research, records, documents, artifacts, and other items relating to Texas history and culture and to the history and culture of the United States. The Institute sponsors and produces programs that stimulate lifelong learning and promote historical and cultural literacy among the citizens of Texas, the United States and beyond.
The Institute views indigenous culture, architecture and community development as potentially symbiotic yet moves beyond these disciplines to integrate a breadth of knowledge and methods--e.g. oral history, historic preservation and comprehensive documentation--for the purpose of engaging the community and (re)generating human understanding. Literacy is an important component in the complete education of every person in a knowledge-based economy.
The Institute recognizes that developing the potential of all learners, teachers, students and adults call for the utilization of both traditional and new, non-traditional styles of learning.
The Institute employs a variety of methods and media including lectures, cultural exhibits, video production, publications (The Journal of History & Culture) and the World Wide Web to disseminate information to the academic community and the general public by engaging resources in a renewed commitment to education cultural literacy. The Institute retains an active mailing list of secondary schools in the 254 counties in the state in Texas.
