Owens‑Franklin Health Center provides medical care to students, faculty, staff and community residents of Waller County. Counseling services are also provided for all registered students of the University. Health Services is under the Division of Finance & Administration, located in the Owens‑Franklin Health Center (comer of Reda Bland @ 0 J Baker).
Comprehensive primary health care is provided using a preventive/family practice model. The overall purpose of Owens‑Franklin Health Center (OFHC) is to meet the total health care needs of each patient either by direct service or referral. During the hours of operations a licensed or certified person is always on duty (physician or registered nurse or emergency medical technician).
OFHC is not equipped or staffed as an emergency room. Emergency services are provided by Waller County EMS. For life threatening emergencies, please use the appropriate number to access emergency services. On campus dial *2 911, off campus dial 911. Emergency services are available 24 hours/day 7 days/week.
Medical information regarding any patient can only be communicated with the written authorization of the person. The health center staff may not disclose to the University Administration or parents (if the patient is over 18 years) or anyone else the nature of the illness or injury, whether the patient has been seen, whether the patient is currently in the facility or any other information with the patients written authorization. Students with chronic illness (medical or mental health) should inform health center clinical staff within the first three days of initial arrival at the University.

To access Urgent Care services, dial 4823 and the Urgent Care staff will be dispatched to the location of the illness or injury on campus only. It is important that you remain in the location that you have reported to the dispatcher. Do not move from the location you have reported.
Emergency Medical Care is available via Waller County EMS 24 hours day/7 days per week.
Counseling services is provided 24hours day/7 days a week when the university is in session. During non‑clinic hours you may access counseling services by dialing 1‑800‑346‑3549. During clinic hours you may dial 857‑2511.

When a student is transported via ambulance, there is a fee accessed by Waller County EMS.
NO student is denied service at OFHC due to inability to pay. Charges for services are transferred to the University's fiscal department for collection.
We strongly advise all students to purchase health insurance. Hospitals are not required to provide services without proof of ability to pay. Contact the health center for additional information regarding insurance.
