The Naval Reserve Officer Training Corps is a long-standing program through which the Navy and Marine Corps can commission officers in addition to the Naval Academy’s graduates. Midshipmen in the program complete basic physical, mental, and professional training to prepare them for their future careers.

CAPT Jeffrey Bowman commands the Houston Consortium. The Houston Consortium is comprised of two Units: Prairie View A&M University Unit and the Rice University Unit. The Rice University Unit encompassses the University of Houston, Houston Baptist University, and Texas Southern University.

The Prairie View Unit has about 20 future officers. PVAMU is the first NROTC at a Historically Black College and University making it a historical unit, we have continued to keep the standard high.

Program Types

Full scholarship midshipmen have been awarded national Chief of Naval Education and Training (CNET) scholarships to pay for the full cost of their tuition (or boarding), books, uniforms, and monthly stipends. Prospective sutdents may either have applied for the scholarship prior to entering college, or joined NROTC as part of the “College Program” (see below) and then applied to be “on scholarship.”

College program Midshipmen are not currently receiving scholarships but are actively pursuing them. College program midshipmen are walk-ons to the Naval ROTC program and can earn a scholarship by achieving high marks in their performance in the program.  Students must enroll in naval science courses.

The Marine Enlisted Commissioning Education Program (MECEP) allows outstanding enlisted Marines an opportunity, once selected for the program, to pursue a baccalaureate degree and receive a commission as a Second Lieutenant. MECEP students remain on active duty and participate in NROTC unit activities with the rest of the scholarship and college program midshipmen.
